data transfer

i had iPhone 11 and bought iPhone 13pro.. now I would like to put all my stuff on the new phone... but every time I try to do it (with pc or directly with the phones) it tells me that I have not enough storage... but I had 128 gb on the old one (28gb are still free) and the new one has also 128gb.. please heeeelp me
