Hello I bought a ringtone thru iTunes and now I can’t get it as a ringtone it’s like a regular song which makes no sense because I purchased it under ringtones and paid that price! I’m totally lost, could somebody please help?

If you see the content in your Music app vs within Settings > Sounds & Haptics > Ringtone, then you purchased the incorrect content type, and would be unable to use as a ringtone. You can request a refund for the content on https://reportaproblem.apple.com/.
