macOS Monterey does not connect to Garmin

I have a new Garmin Zumo XT 5.5 with current software.

Connecting the GPS unit with a new USB C - USB Mini directly to my

2021 MacBook Pro 14" M1 running macOS Monterey 12.4

Followed the instructions provided by Garmin for Mac OS:

Garmin BaseCamp Not Detecting Devices on Mac Catalina 10.15 or Big Sur 11.0 and Newer

However the System preferences option in Privacy & Security > Files and Folders is no longer present in Monterey 12.4. I looked all over and cannot find any option to give Garmin permission to connect.
