I keep getting the notification in my settings app that says “There was a problem with your iCloud subscription payment. Update your payment details to keep your iCloud with 50 GB of storage plan.“ yet I have 3 pending transactions from Apple for this and it won’t seem to update or refresh it when I’ve used this card in the past, what should I do?

You may need to have a payment method on file, even if the app you want to download is free.
Check which payment method you have on file
Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
