In app purchases disabled

Do you use Screen Time?

If so, go to Settings -> Screen Time -> Content & Privacy Restrictions.

If asked, enter your passcode, then turn on Content & Privacy. 

Tap iTunes & App Store Purchases, the tap In-app Purchases and set to Allow.
