Stuck on Signing in to your account when restoring Apple Watch data to new iPhone

I purchased and new iPhone 13 Pro Max and am trying to connect to my Apple SE watch. I unpaired it from my old iPhone and got it paired to the iPhone 13. Now I'm trying to restore from iCloud and I'm stuck on Signing in screen. Very frustrating. Yes, I'm on the latest iOS 5.5 on the phone. I've also tried seeing up the watch as a new watch and still get stuck on Singing in screen.
