You may be able to get into SafeBoot mode and do some house cleaning from there—

In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.

What Apple used to label "Other" is now labeled "System Data".

User tip: "Other and What Can I Do About It ?"

What is “Other” storage on a Mac, and how… - Apple Community

SSD like to have 20-25% free storage at all times to operate efficiently

HDD can get by on a bit less 10-15% free storage at all times

Don't choke your storage so full...is the take home lesson.

That is because you filled up the space and the computer cannot function. you need to remember that you need to have a minimum of 10 - 15 GB of empty space all the time so it can function properly.

You have a tiny hard drive and Monterey - at a minimum - requires 26 GB of empty space for the download and install. You will either need to delete or move that many files (plus the 10 minimum) to an external drive. You may want to rethink your plans of installing Monterey on such a tiny drive.
