Delete what? What are you attempting to do, i.e. what is your end goal?
Please supply more detail. There could be many reasons and the field needs to be narrowed.

You may be able to get into SafeBoot mode and do some house cleaning from there—
In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.

SSD like to have 20-25% free storage at all times to operate efficiently
HDD can get by on a bit less 10-15% free storage at all times
Don't choke your storage so full...is the take home lesson.
Hello there! I have the same problem, I cannot update my MacBook (from Mojave to Monterey) as it needs 12.1 GB. I have 4GB available of 121 GB, and don’t know what to do. Apart from the update, it constantly reminds me that there no space on the disk…
can anyone help please.
i’m posting this pic to help understand
That is because you filled up the space and the computer cannot function. you need to remember that you need to have a minimum of 10 - 15 GB of empty space all the time so it can function properly.
You have a tiny hard drive and Monterey - at a minimum - requires 26 GB of empty space for the download and install. You will either need to delete or move that many files (plus the 10 minimum) to an external drive. You may want to rethink your plans of installing Monterey on such a tiny drive.
What if i restore the MacBook? Can I install it as new and hopefully have more memory to use ? If you looked the pic attached above you can see roughly I really used the space for
thank for the replying ✌️
My laptop is telling me to make room by managing disk space, yet will not remove trash or let me delete certain items?
