Stolen apple watch

My apple watch was stolen. Finf function had been activated and I marked it ad lost. I could follow it for a few days, but not exact enough to identify the thief. Then the signal was lost and I assumed it was out of power. Three months later a signal appear on my find-app. And it says that the watch is were my phone is. Why does this happen? Has someone managed to reset the watch?
