iCloud Photos: View original file names in iCloud / Search iCloud and iPhone by image file name

Is it possible to view the original file name in iCloud? Also, can you add a feature to be able to search by the file name in iCloud and on the iPhone? I can see the image file name on my iPhone but I can't search for it in either the iCloud or on my iPhone. Please make a function like this available. Searching for photos by weird things like people and flowers and locations is silly and very imprecise.

Also, is there a way to download all the photos in my iCloud to my PC and have them organized into folders by month, day & year and have each image be named with the original image name AND have the date be the date the photo was taken not the date the photo was downloaded from the iCloud? I have over 11,000 photos and I can't do this manually.
