Uploading Items to iCloud:
If you want these to be uploaded, then note two things:
Enable these items (i.e. Photos) in iCloud settings or preferences, and then they should sync. Go Here: Change your iCloud settings - Apple Support
As for all of your stuff being uploaded, then that would depend on how much space you have to use. You are granted only 5GB of free iCould storage space (in particular countries). Go here to see your options: iCloud+ plans and pricing - Apple Support
If you turn iCloud on your devices it should. iCloud User Guide – Apple Support (AU)
Then those stuffs/photos/recordings/etc saved on iCloud do not occupy the storage space on those devices? Since the storage spaces on all of my devices are almost full, so I am very confused about what will happen after purchasing iCloud space as I have not purchased it before.

It still takes up storage space on your devices. iCloud is basically a syncing service.
