You should be able to copy RAW files from SD card media to your iPad. Whether or not you are able to open/edit the files will be determined by the App with which you are attempting to use. Be aware that “RAW” is a generic term that implies the image file to be unprocessed “raw” data derived directly from the image sensor - the format of this data varies between camera manufacturers.
As such, you’ll need to research the RAW file-formats supported by your chosen iPad App(s) - this information being available from the corresponding App Developer’s website, or within the App description and details that you’ll find listed within the Apple App Store.
To copy files/data from an SD Camera Card, you’ll need a card reader - this either being a dedicated Reader accessory, or may be incorporated within an attached USB Hub. Current models of iPad Pro all use a USB-C port to connect either a Power Adapter, USB Hub and/or other USB accessorises such as external USB Storage devices.

There are many USB Hubs that have a USB-C connection for iPad plus a USB-C PD (Power Delivery) pass-through power connector to which you can connect your USB-C Power Adapter - along with the hub itself incorporating a combination of additional USB-C ports, USB 2.0/3.1 Type-A ports, Ethernet LAN, HDMI, VGA, SD and microSD card-readers.
