AirDrop ...Cannot open photo files airdropped from iPhone to iMac because I "don't have permission"

I'm having the same issue with files in emails, but those can be dragged to the desktop and opened.

The Air Dropped photos are thumbnails in the AirDrop notice and when I try to open it I get the " you don"t have permission" message as well as instructions to open the files in the Finder and change the permissions, which is impossible to do. Any suggestions?

Verify the current stable release of Monterey including bug fixes, is macOS 12.4
