Exclamation mark in triangle on videos from iCloud- why won't they play?

If you are seeing an exclamation point on certain photos or videos, this usually means you're not connected to a network that can load the higher quality version of this photo/video. Does this happen while connected to multiple Wi-Fi networks?

Thanks for confirming. If you try accessing your photos from another network does this have any impact on the issue? Test to verify. Also, test on another device and browser as well to further isolate the cause of this issue.
