Apple TV lock
I’m looking into buying an Apple TV off eBay but the serial number shows there isn’t a purchase date. If I still buy it, will it work or will it be locked? I would rather not be out of $120

Is this where you checked the serial number and purchase date?
I’m not sure of all the possible reason that a valid purchase date might not be found (but I can think of a few).
While technically possible to block service for devices by serial number, I think that wouldn’t happen for up-and-up second hand devices. It might happen for devices that ‘disappeared’ between factory and store.
Previously used private devices wouldn’t be locked; just reset and sign in with the new account. (Unlike e.g. iPhones.)
Previously used enterprise devices might have an MDM profile which might prevent full use outside that organization. You would want that profile removed by the previous owner.
I would rather not be out of $120
eBay has a money back guarantee [1] for item that are “not as described” (T&C apply). If the seller claims it is functional and unlocked, then that is what you should receive. If the seller say “I don’t know; you want it or not?”, then walk away.
