I talked to the Apple Support Team and they said that Apple has a plan to fix the 2016 Mac Book Pros but not other years. Mine is a 2017. Any store that sells Apple products or does regular repairs on them will replace the display as well as the cable. That is an expensive fix. I tried two other places besides the first Apple store. I was finally referred to a private technician that will do it cheaper than the Apple store. He will try to do just the cable, but may have to do the display as well.

Probably because they are integrated into the screen and therefore non replaceable. That's generally a "why" answer.
