Why does my MacBook Air (2017) does not support Apple Sidecar or even Universal Control?

My MacBook Air (2017) that I purchased recently, does not support Apple Sidecar or Universal Control whereas Macbook (2016) does. WHY? Is it software limitation or hardware limitation? Did I simply waste my money on the purchase of this MacBook Air (2017)?
