If i buy an ipad with. cellular does it have to be carrier-compatible? in my case verizon.

All cellular iPads are compatible will all supported carriers. That is, you don't need to nor are you even offered the option to select a specific carrier when you buy it.

You are then free to use whatever carrier you want with it. It does not need to be the same one you use for your phone.
