apple pay problem

I can’t add my card to apple wallet. When I try to add my card to apple wallet with the + sign on the right top, it keeps saying: “To add cards, keys, tickets, and passes to Wallet. look for the Add to Wallet button in apps, emails, and websites.” tried removing current cards, tickets etc but still same things happened.

iPhone 11, iOS 15
