How to change states to countries on billing address?

need to change billing address for credit card on Apple ID and it only asks about states. I need to change to another country. How can I do it?

MacBook Pro 13″, macOS 10.14

You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country. You can't have a billing address in another country.

(macOS) Via iTunes

Start Music -> Click on iTunes -> side bar click iTunes Store -> go to Account (top bar) -> View Account -> Sign in -> Apple ID Summary -> Billing Address -> Edit.

(iPhone & iPad) Go to -> Settings -> tap your Profile -> Payment and shipping -> Change Address.

Edit the Address -> tap Done.
