My iPhone settings does not show an option to add family member.

I want to add my 12 yr old daughter to the family sharing but she does not have her own Apple ID and my settings family sharing tab does not show the option to add member, how can she be added?

iPhone 12 mini, iOS 15

She must have her own Apple ID.
