Counting Steps - Wheelchair User

I am a paraplegic and use a wheelchair. I have my iPhone and Apple Watch set up for wheelchair use, but no matter what I do, I still see step data and walking/running distance in Apple Health. What can I do to stop tracking this data? The apps say turning on wheelchair mode will stop the devices from counting steps, but that isn’t happening. What can I do?
