iPhone started saying call voicemail

I can’t access my voicemail, the tab it was always in (in the phone app) now only says call voicemail and when I do it goes into an endless diatribe about retrieving deleted voicemail (which I have no interest in doing and never have).

I have updated my software

updated carrier settings

turned cell data on and off

restarted

hard restarted

turned airplane mode on/off

and any other suggestion I could find and it still says call voicemail. I am at the end of my rope with this, the phone just randomly decided today to no longer allow me access to my voicemail. It does however remind me repeatedly that I have 1 new voicemail, that I have no way of checking. Please help
