How do you move a backup of your iPhone that's on your Mac to your iCloud?

I recently tried to backup and restore my iPhone, I backed up (and encrypted so I cant clear files on it without knowing exactly what they are) my iPhone to my Macbook but when I tried to restore it it said I didn't have enough space to do so, I tried almost everything but my last solution was to try to buy iCloud storage and then move the backed-up files onto there and then download what I need from it or maybe try to restore. Currently I have the backup sitting on my Mac collecting dust and now I have nothing on my iPhone. Any Solutions?

Turn off backup encryption

To turn off backup encryption, uncheck the "Encrypt local backup" checkbox in the Finder or iTunes and enter the password. If you can't remember your password, you have two options:

You don't. iCloud IS NOT cloud storage, it's a synching service. You can set it up so that your phone backs up to iCloud, but what you can't do is move backups which are already stored locally on your computer to iCloud, it doesn't work that way. It's not a storage service like Dropbox or MS OneDrive.

so then what else can I do to get back my files, downloads, etc. back on my phone??
