I have never used the iPhone mail app and never signed into an account since I use the gmail app, and even though I press the delete app option it doesn’t go away, it’s not a visual glitch since my phone will say storage is full, is there a solution

Did you already attempt to delete the app in Settings > General > iPhone Storage > Mail app > Delete app?
If so, make sure iCloud Mail is off in Settings > [your name] > iCloud.
Additionally, let's make sure your device is up-to-date. If it is updated, let's restart your device. Restarting your device and making sure it is updated can resolve many unexpected issues.
