Welcome to Apple Support Communities. It sounds like you are trying to edit your Lock Screen. Right?

The date and time will always appear on your Lock Screen. You can change the appearance to 24-Hour Time format or change the time zone from Settings > Date & Time but this is the only change you can make to those particular pieces of data. The following article has details regarding changes that can be made to the Lock Screen - Control access to information on the iPhone Lock Screen.

In regards to wallpaper, there shouldn't be a date and time on the wallpaper photo itself unless it's a screenshot. Check out Change the wallpaper on your iPhone.
