For some reason when I try to send someone with an android a picture or video my phone says I can’t send it because I message is turned off. I’ve turned it on, restarted my phone, and signed out and then back in of my Apple ID. I’m not sure what else to try. Does anyone have any ideas?

That is not imessage, that is MMS which is a phone carrier feature, contact yours to make sure your line is provisioned and have MMS turned on in message settings.
