System Preferences Can't Connect to internet

System Preferences can't connect to interenet. This blocks me from adding google accounts and updating my mac.

There is no other problem with the internet, just in the System Preferences.

I think this is maybe because my mac is pretty old, and I cannot run a later OS than Catalina, and maybe this is what's causing the problem, but I'm not sure.

Would love to fix this problem, see attached screenshots.
