Unable to Access Facebook Settings

I can log into Facebook and use the platform. However, when I try to access the Settings, I get a message that says "This Page Isn't Available Right Now

This may be because of a technical error that we're working to get fixed. Try reloading this page."

I get this every time I try. Now, I have been hacked - someone has taken my profile pic and is sending IM's to my friend list. When I tried to report - I get to the step where fb checks recent activity - and then is supposed to walk me through how to change my password - activity is checked and then the screen goes white.
