My iCloud pictures downloaded to my PC won't open

all my icloud pictures on the cloud are downloaded to my PC but none will open. It seems as if my pictures have downloaded in name only. are my pictures lost for ever ?

How did you download the pictures? Did you use one of the methods in this link→Copying personal photos and videos from iPhone, iPad, or iPod touch to your computer.
