I recently purchased an icloud storage upgrade, so i was trying to backup all my photos to icloud, but when i do this, only the most recent 2021-2022 photos and videos have uploaded to icloud. All my photos from 2016-2020 won't sync into icloud and upload. i checked all my settings are correct and the phone was connected to wifi and a power source. what other options can i try to upload these photos?

When you say that they aren't uploaded, is there somewhere that you are not seeing them such as on another device or in iCloud? Make sure that iCloud Photos are enabled on all of your devices if you use multiple. Check out Set up and use iCloud Photos for steps on other devices. You can also check to see if they appear on iCloud.com if you haven't.
If they don't appear there or on any other devices, are these photos that you see on your iPhone currently? In the Photos app, is there any indication that these photos may still be uploading? Depending on how many photos and connection speed, upload can take a while.
