Why can’t I send text messages to non iPhones. Just purchased a new iPad, yet I could on my older iPad.

An iPad cannot send SMS/MMS text messages except through an iPhone. To set that up, see instructions in How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support
