Enabling iCloud on a 1 Gen iPad:

Start Here: Sign in with your Apple ID - Apple Support. I don't have the device in front of me, but try using Settings, tapping on the top item.

Nope that's using the internet. I know how to do it on the internet on apple's website. This is on a raw machine with No internet connection. Apple support page(s) say for all devices sign into with appleid as one of the first steps in setting up a machine. I've done it on my macbook pro before connecting the internet cable.
