That sounds like a question for your cell phone carrier. Have you contacted them yet?

The clarity of your calls has nothing to do with getting the "all circuits busy" error.
Facetime Calls are not processed by your Cell Phone carrier, they are processed by Apple.
FaceTime can use WiFi, are you connected to a WiFi network? that would then explain why you can initiate and receive FaceTime calls..
I have contacted them & the line is clear. Funny that I can initiate & receive face time calls
