You will need to restore the device using a computer. The process will erase the device. Later you can restore your data from a recent back-up. Instructions here…

I'm afraid that the iPhone 4 is so old that it may not be worth the trouble as many of today's apps and functions will not work on such an old phone.

Try a different port on your computer and then do a forced restart on your iPhone while it is connected.. Try several times. If it still doesn't work that phone has reached the end of life.

Situation now but still nothing...1 more try failure to which it will find a permanent residency in the "trash can"
No, recycle it if it has died.
You can recycle it at any Apple Store.
