Can’t make recovery key

Every time I try to set up a recovery key for iCloud it says that the recovery key I enter is incorrect. I even tried starting with a new recovery key and it still wouldn’t work. Does anyone know why this would be happening or a way to fix it?

iPhone 12, iOS 15
