Is there any way to recover permanently deleted photos?

If you have Time Machine enabled or a backup of your Photos library made before you deleted the photos it will be easy to do.

Otherwise permanent means permanent.

Deleted from where?

If you are using Photos on a mac, iPhone or iPad, photos are not deleted right away. Instead, they can be retrieved from the "Recently Deleted" list. They are only actually deleted after 30 days, or if you deliberately delete from this list.
