Passes/Tickets/loyalty programmes that can be added to your iWallet generally require that you first install a corresponding App - and from here associated tickets are downloaded and installed to your Wallet:

You should note that Wallet features available for iPad do not fully replicate functionality found in iPhone - as the full Wallet App is exclusive to iPhone. Available Wallet features in iPadOS are limited to adding payment cards for use with ApplePay. Installable Passes and Tickets can only be viewed from your iPhone.
