Logged in under my apple id to find storage in icloud pictures. And my iPhone is no longer there to view? I have a android now and I previously backed up all of my pictures to this apple ID?

Finding Photos On a Non-iPhone:

Check iCloud Directly:

See if they reside in iCloud Photos. Log in here: https://www.icloud.com/photos

Use a Computer:

Though not a phone, use a computer to perform this, as it would be more user-friendly doing so.
