I'm NOT an attorney or tax professional.

And rules and regulations re: businesses and tax collection are complex and can be confusing.

But in general ... the purchaser is responsible for ensuring payment of all appropriate sales taxes on any items purchased.

The seller may "collect" these taxes ... and is often legally required to do so ... and then forward these "collections" to the appropriate taxing authority.

However, just because the seller doesn't collect the taxes ... doesn't relieve the purchaser of the responsibility to "pay" them.

Well then take the device back to the store and and ask them to explain in detail all of your charges.

A receipt from an bone-fide Apple Store INCLUDES the phone's serial number on the receipt.

If you're still not satisfied, simply ask for a full refund (assuming that you're inside the 14-day return window)

No need for any "cloak and dagger" investigation or inferences of intentional wrong-doing ... just communicate like a mature, rational adult.
