The Notes app saves scanned documents as PDF files. You can email said PDF file or send it over any other means to the Android phone you wish. It's a regular PDF file, so the Android device should be able to open it directly.

Skylarken ~ If you have several scanned documents to email to an Android phone, consider automating the process... A custom shortcut in Apple's Shortcuts app can be easily created to send a Note via Email. The one below is very basic but could be enhanced, for example, to ask which Note to send and the email address to send it to:
