Is there any way to access a disabled iPad?
I have an old iPad that is disabled. Is there ANY way to open it/make a file with the data on it. I really want the photos and videos from it.

If your iPad is disabled, all locally stored data is now beyond reach - and cannot be recovered from the iPad. If you have an pre-existing backup of your data, it can be restored - otherwise your data and photos have been irretrievably lost.
An iPad passcode cannot be recovered, reset or modified from another device.
iPadOS 15.2 or later with a forgotten Passcode
Apple has introduced a new procedure with which to reset an iPad or iPhone with a forgotten Passcode - allowing you to use your AppleID and associated Password to reset your device.

Being Locked Out...
Hold it Right There!
Enter the passcode incorrectly too many times, and you'd likely be locked out for good. So, hold it right there, and refer to this link: If you Forgot your iPad Passcode - Apple Support. It would be the one you've always entered. If you do not know it, then look for it in a location you may have stored it in.

Troubleshooting Lost Photos:
Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way is is.
Four Tactics to Try:
A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support
B. Check iCloud Directly:
See if they reside in iCloud Photos. Log in here: https://www.icloud.com/photos
C. Use a Time Machine Backup:
Did you backup your Mac, recently? If so, then restore your Mac from that. You'd backup you Mac prior to doing so, and then restore your data from the backup you just created, through use of Migration Assistant.
