It may take around 48 hours for the refund request to be approved. You will be notified via email for that or go to the same link as well for the refund status

You can also Contact - Official Apple Support so they can look into it.

Looks like they've already referred you to the refund policy link. If it helps, you can dispute the charge through your bank as an option.

Why not escalate to the bank manager so they can check some other options that the bank customer service was not able to provide?

That would depend on how you can reach out to your bank. You can go there personally or perhaps give them a call and ask for the manager.
