External Display iPad 9 4K 60Hz
Is it possible to get 4K 60Hz output from iPad 9 with iPadOS 16 given I have the lightning adapter, HDMI2.0 cable, and of course a 4K monitor?

Details of iPadOS16 are currently limited to information publicly released yesterday. While details of iOS/iPadOS16 are (at best) sketchy - and at this time being a very early “beta” release available only to registered developers - this new release will only accommodate technical capabilities of any existing iPad.
As such, in context of hardware capabilities, you should have no expectation of fundamental hardware limitations being any different. As such, your Lighting to Digital AV Adapter and HDMI 2.0 connection will be no different in its capabilities.
