I will say—You do not have r/w privileges on your /System Volume...
Finder>Go>Go to Folder, copy and paste:
/System/Library/Frameworks

Be very careful with this. Where did you get the instructions that told you to delete something? Perhaps if you tell us what you are trying to do we can guide you to do it safely. Some things cannot be deleted, and other things may but you better be sure of what you are doing, as you can get in trouble very quickly otherwise.

The Frameworks one might be looking for are contained in the Sealed and Read Only Volume of Monterey.
