Why do I have two versions of the settings the app in the App Library? How do I get delete one? Yes Ive tried holding it down till it wiggles and deleting one. That doesn't work.

Your iPad may be showing two different Settings app icons but there is, and can only be one Settings app on the iPad. For example, my iPad mini 6's App Library shows one Settings app icon under Suggestions and one Settings app icon under Utilities. Whether it shows once or twice, you cannot delete it. The same Settings app is merely being displayed in two different categories in the App Library.
You can not delete the Settings app as it's required by iOS.
