Problems with Editing a Shared iCloud Calendar

Please help me resolve this issue - sharing iCloud Calendar allows the designated shared account to view the shared items, but doing so does not allow the shared account to edit the shared items - despite selecting "allow editing" from the owner account.

I invited my wife to share my iCloud Calendar from my iPhone and she accepted via her iPhone. I turned on the "allow editing" (from my iPhone). Her phone shows the shared items but she has no option to edit the shared items (but I can edit the same items from my phone). I noticed the same pattern when we view the shared items on the MacBook Calendar application - we can see the shared item on her account but we cannot edit them from her account (we can only edit the same items from my account).

We tried stop sharing and then re-inviting/accepting/allowing editing and the same pattern continues on the phones and MacBook Calendar application.

A follow-up on this.

The issue seems related to using iCloud for Windows and Outlook for Windows, like I do at work on my work computer to use/see my iCloud/shared calendar items from my work computer.

The patterns that I observed:

The shared events that my wife was unable to edit from her iPhone where marked as "Private" (sensitivity field) in Outlook. After I switched the sensitivity of calendar items to "Normal" in Outlook on my work computer, my wife was able to edit those items on her iPhone.

The markings of "Private" on events from Outlook/iCloud for window has no effect on the ability to edit those events from the shared account on iCloud from a browser - that only precludes the ability to edit them from the shared account from an iPhone.

My wife can add events to the shared calendar. She cannot edit scheduled events that she adds or events that I add.

I can edit events that either I add or that she adds.

I am sure that I am sharing my iCloud calendar - the shared calendar name is listed under the ICLOUD heading in the Calendars list. I invited her to join that shared calendar via the email address associated with her iCloud account. SHARED WITH lists her as Accepted and View & Edit.
