Good afternoon. However, there must be some mechanism to remove the icloud lock if the owner of the device cannot be contacted. A computer bought on e-bay, it is definitely not stolen. Not blacklisted.

There is no such feature to contact previous owner , the buyer must get details of the owner before purchasing the Mac or contact e - bay .

The account credentials are with previous owner , the Apple ID and password and rest of credentials are not known to you so they can't further proceed .
