You cannot. If the previous owner did not sign out of the Apple ID, or remove it from their account, you will not be able to activate it. You have encountered Activation Lock. You need to contact them and have them follow the steps here, What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support.
