Apps leading to Safari in iPhone

Parental controls are severely curtailed on new iPhones (mini 13) because most apps (even built in ones) have back doors to Safari. Even when you turn off Safari, it still opens through the apps, and restricted websites open as well. What can I do besides deleting apps to keep Safari from opening? This used to be a problem, then it was fixed, now it's a problem again.

Thanks for responding. No, unfortunately that doesn't work. Try it yourself. Disable Safari using parental controls. Plenty of apps still have a back door to Safari. Even some that come with the phone, like the weather app. This had been fixed for some time, now it's back. I think it's just an oversight...but a pretty big one.
